Background : Trade Test Regulations May 2015 Minister publishes Trade Test regulations after consulting with NSA and QCTO Gazette 38758 Trade test regulations highlight the following: - Artisan qualification is defined as an occupational qualification approved by the Minister for the purpose of certifying a person as an artisan Transitional arrangements (Reg. 11) (1) trade occupational qualification not registered on the National Qualifications Framework will be deemed to be accredited by the QCTO until the occupational qualification is registered 4
Background: Umalusi Repeal of NSC (Colleges) April 2019 Umalusi publishes Repeal of Policy and transitional arrangements for the National Senior Certificate (Colleges) Programmes NATED Report 190/191 Gazette 42380 Implications of the phase out of NSC (Colleges) by Umalusi: - N3 Engineering subjects cannot be combined with 2 Business languages (Business English & Sake Afrikaans) to obtain an equivalent of the NSC anymore - N3 subjects cannot be combined with Senior Certificate subjects to obtain a Senior Certificate anymore - The last date of examination of the 2 Business languages subjects was November 2020 5
Background: Ministerial determination of the NQF December 2020 Ministerial determination of the Sub-frameworks that comprise the National Qualifications Framework (NQF) Gazette 44031 Ministerial determination highlights the following in respect of NATED programmes: - Registration end date for pre-2009 qualifications and unit standards registered on the OQSF and GFETQSF is 30 June 2023 - Pre 2009 qualifications include NATED Report 191 programmes - The last date of first-time learners enrolling for pre-2009 qualifications and unit standards registered on the OQSF and GFETQSF is 30 June 2024 - The last date of achievement for pre-2009 on GFETQSF is 30 June 2025 - The last date of achievement for pre-2009 on OQSF is 30 June 2027 6
N1 N3 Phase Out A Government Notice for public comments was gazetted and published in November 2020 Comments received from the public and other stakeholders including, TVET Colleges, Private Institutions, Quality Councils (Umalusi and the Quality Council for Trade and Occupations (QCTO)), academics, employers, employer organisations, labour and others Comments received until March/April 2021 and they were analysed Overwhelming support for phase out of N1 N3 7
N1 N3 Phase Out continues Minister approved the phase out of NATED N1-N3 programmes Sept 2021 ToRs for the NATED N1-N3 Phase Out Task Team (NPOTT) developed and approved by Minister Sept 2021 NPOTT established in February 2022 comprised of various stakeholders in TVET sector Phase out date is gazetted as 01 January 2024 (last enrolment of N1 new entrants is 31 December 2023) 8
Transitional arrangements/Articulation Subjects for articulation towards N4 Engineering Studies and other Higher Education qualifications - Mathematics N1 N3 - Engineering Science N1 N3 - Engineering Drawing N1 N3 - The articulation subjects offered for non-qualifications purposes i.e. students receive statement of results not certificates (new programme codes / funded) Only students who have completed the NSC / Grade 12 should be considered for the articulation subjects. Enrolments on these subjects will be strictly monitored 9
Transitional arrangements/Trades 39 trade related subjects continue to be offered at N2 level until their respective Occupational Qualifications and trade tests are developed and registered N1 trade subjects to be assessed internally* These subjects offered for non-qualification purposes but are eligible for apprenticeship requirement Only confirmed apprentices and workplace referrals register for subjects related to these trades. Regulation 11(3)(a) of the Trade Test regulations, 2014 be amended to recognise statements of results with relevant subjects instead of N2 Certificate. 10
Quality assurance during transition Subjects retained for both articulation (N3) and providing access to the trades (N2) training to be examined nationally by the DHET The extent to which Umalusi quality assures these subjects may be reconsidered, since these subjects wont be part of any registered qualification on the GFETQSF Transitional period determined by the development and registration of the occupational qualifications by the QCTO 11
Status quo TVET colleges have put plans in place to phase out N1 N3 programmes in January 2024 (15 of them already in the course of 2023)* 6 TVET colleges have already phased out N1 from 2022 and before already* Many colleges have absorbed lecturers teaching N1-N3 subjects into other programmes e.g. N4 N6 and/or NCV. Various capacity development programmes to assist lecturers during transition / teach out period. Currently gathering more information on the preparation of phase out by TVET colleges 12
Teach out plan Each N-level to be gradually taught out. Students have two chances to complete a level Previously dropped out students are allowed to come back to complete remaining subjects during teach out period Extension shall be sought for the last date of achievement to be 31 December 2025 13
