Introduction Decentralisation reforms has always been the mandate for successive government to attain effective and efficient dissemination of information, development and service delivery Overtime the dynamics of the flow of information, development and service delivery have evolved calling for more robust strategies to accommodate the emerging challenges and opportunities Planning for development and investments are mandatory and are administered but not limited to the following legislations:
Mandates Decentralisation Act CAP 230 Municipalities Act CAP 126 Local Produce Cess Act CAP 207 Physical Planning Act CAP 193 Foreshore Development Act CAP 90
Short & Medium Term Plans Establishment of 71 Area Councils (Maskelynes Forum 2010) Recruitment of permanent Area Administrators 2018. Completed in 2024 AC Office buildings AC Internet connections Community Profiles within the AC boundaries Area Council Development Plans Establishment of Ward Councils in Urban Centres (Port Vila 5 / Luganville 4) Creation of 71 activity codes under DLA Budget in 2022 Creation of positions for Divisional Administrators
Long Term Plans Declared Physical Planning Areas as the bases for legal investments and development Creation of 28 Regional hubs across Vanuatu Tanna/3 Santo/2 Torba/1 The establishment of Northern Regional Administrative Centres in Santo launched by the Honourable Prime Minister 1st March 2024
Recommendation Come talk to DLA and DUAP for more information on secured investment opportunities Invite all investment partners to invest across Vanuatu Seek coordinated networking and collaboration with partners to address the development and investment agenda in Vanuatu
