  2. FOCUS OF THE PRESENTATION The Focus of the presentation is as per Portfolio Committee Notice of the Meeting on; 1. Briefing by the South African Football Association on their 2021/22 Annual Report. 2. Update on the development of football in schools; 3. Status of the development of underage teams (men s U/23 and U/20, women s U/20; girls and boys U/17); 4. Update on Banyana Banyana s preparations for the World Cup; 5. Status of Bafana Bafana s preparations for AFCON and beyond. 2

  3. SAFA GOVERNANCE The Annual General Meeting ( AGM) hosted on the 22 September 2022 in Johannesburg. SAFA considered changes to their constitution regarding how they elect their next president and outline their financial standing at their annual general meeting (AGM) and constitutional congress at Safa. The congress represents the supreme and legislative authority of SAFA and is authorized to make decisions. 3

  4. FINANCIAL SUPPORT TO SAFA The financial support to SAFA for the 2022 / 2023 financial year is R7,000,000. The support is earmarked for the following priority areas; a) R 5 000 000 for the Women s League, and b) R 2 000 000 for U17 World Cup Qualifiers Since the inception of the SAFA Women s League (2019) DSAC provided R5m, annually, for the league. This is purely for the development and professionalization of the Women s Game 4

  5. SAFA ACHIEVEMENTS (2022/23) National Women s Team qualified for the FIFA World Cup Hosting of the Women s National League Continued hosting of the Women s Training Course Hosting of the U17 Women National Training Camps 5

  6. Eminent Persons Groups (EPG) Status The EPG status as per the 2019 report indicate that football is predominantly overall transformed with 82% of participants being African while 5% of participants are White. Concerningly, SAFA has NOT submitted their EPG data sheets for 2020/21 and 2021/22 EGP cycles. This non-compliance will unfortunately result in the Department not transferring any funds to SAFA in 2023/24 nor supporting their bid to host the 2027 FIFA Women s World Cup. These penalties are detailed on the MOUs signed between DSAC, SASCOC and SAFA. 6

  7. School Sport The Department together with all the Provincial Departments of Sport, Arts and Culture and in partnership with Basic Education work with SAFA to deliver the School Sport Programme as per the MoU. The School Sport programme includes supporting schools with football equipment and attire, training of educators and community volunteers. Additionally, local football school sport structures are supported to coordinate and facilitate grassroots school sport activities. 7

The School Sport programme further includes the annual Winter National School Sport Championship (NSSC), with the following categories: - U/15 (Boys and Girls provincial winning schools) - U/17 (Boys and Girls Provincial selected teams) - U-19 (Deaf, Boys and Girls Provincial selected teams) The two winning schools, boys and girls teams in Winter NSSC U/15 category represented South African and won the 2022 CAF Africa School Championships COSAFA Region and qualified to represent the country in the continental stage of the competition April 2023. The Boys team were runners up, and one of the players was chosen as Player of the tournament. 8

  9. The coach of the girls team and 5 players were part of the National U-17 team that won the 2022 AUSC Region 5 Games in Malawi, which indicates the Programme s contribution to talent identification and development in the country. Football also benefits from the School Sport Programme through the Four DSAC School Sport educational campaigns, coordinated in partnership with loveLife: - No to age cheating, which is rife is football. - Safeguard children in School Sport. - No to substance abuse. - Protect a girl. Educate a boy 9

  10. The Department of Sport Arts and Culture will continue to work with SAFA in the development and delivery of football in the country. 10
