2025 ADL & CIM Updates Sacramento County SELPA February 2025
SELPA Updates - CIM CDE Compliance and Improvement Monitoring (CIM) 1) Improving educational results and functional outcomes for all children with disabilities; and, 2) Ensuring that public agencies meet the program requirements under Part B of the IDEA, with a particular emphasis on those requirements that are most closely related to improving educational results for children with disabilities. The CIM is a multi-year process. The CDE recognizes that meaningful improvement likely does not occur in a short period of time and requires a substantial focus on areas in need of improvement to effect positive outcomes for students with disabilities.

Sacramento SELPA : CIM FAQ Do I need to change/update my CIM Plan (do I need to focus on a different area?)? Not necessarily. Review your ADL and decide if there are additional areas you want to focus on. Think of it like an IEP goal . Once a goal is done, you determine needs and write a new goal. Have you accomplished your previous goals? Where do I find my CIM Level: ADL Letter & SELPA Spreadsheet What if I was a Level 3 and moved down to Level 2? Happy day your information stays at SELPA, you no longer send it to CDE. Who has to do Progress Reports? All of us. Progress Reports are due: July 10th& January 10th. What if I am still a Level 3? You will continue to send your information to CDE & SELPA. Your CDE FMTA remains the same (Kari Hudson) CIM has 4 steps.. What step am I in? We are all in the 2023 Cohort which means we are all in the final year of a three-year process. We are in Step 4.
Sacramento SELPA : CIM FAQ Do I have to do something extra if I am disproportionate or have a yes for Restraint & Seclusion : Yes you will have to conduct a Student Records Review (SSR) What is Restraint & Seclusion Anyway? We will talk about this at our Ops meeting.. Is there a Handbook to review everything I need to know about Target Level Step 4 Great question yes, there is! CDE Handbook Step 4
Sacramento SELPA : CIM FAQ How does CDE determine what levels we are in and what do all the indicators mean? Another great question I m so glad you are so interested in this stuff. I created a spreadsheet with multiple tabs. 1st Tab: Put your name in the box and you can see your ADL information in a chart. 2ndTab: SELPA Overview of each indicator on the ADL letter. 3rdTab: Multi-Year Targets and a deep drill down on the indicators, including how the data is pulled 4thTab: A brief description on Disproportionality and how it is determined 5thTab: Statewide data (I filtered it so we can only see our SELPA). Once you make a copy of the spreadsheet you can un-filter it if you are interested in what other LEAs around the state scored. 6thTab: CDE information, including definitions of the fie Here is the link to the spreadsheet. Please make a copy of it. DATA SPREADSHEET
Restraint & Seclusion EOY Data CALPADS Report 7.16(Restraint), 7.17(IAES) & 7.18(student list) Ensure special education staff are aware that Behavioral Emergency Reports (BER - including those for students enrolled at NPS schools) must be documented in the student information system if they contain reportable incidents Ensure special education staff have a process that outlines: Which factors determine if a BER has a reportable incident How BERs from all schools, including NPS schools, get entered into the student information system What key things staff should be verifying in CALPADS reports prior to certification of End-of- Year 3
