Previous SFPs Findings and lessons learnt from the implementation of previous strategic and financial plans Keep in mind the CWG-SFP is now (in the working period 2024-2026) developing a strategic and financial plan for the period 2028-2031, the lessons learnt are from the final implementation of SFP 2020-2023, and from the first year of the implementation of SFP 2024-2027 will only be available for the 2nd meeting in February 2025. Same applies to targets. So, Targets should be realistic (not very conservative, still not unachievable). New targets can only be added if a reliable source(s) of data exists or if there are plans to start measuring them in the near future. Targets need to be SMART (to be meaningful). Targets should use data from ITU (STATs) or recognized sources. Targets should account for regional and developmental differences in general, world averages should be avoided. There is a need for the Strategic Plan targets and KPIs to reflect RBM principles in the sense that they should ultimately be impact driven, as opposed to output/action led. Certain agreed-upon activities cannot be implemented due to financial constraints. 7 www.itu.int
Trends in the ICT environment To prepare the Situational analysis that sets the scene for the new draft strategic and financial plans (2028-2031), research needs to be done to identify trends in the ICT environment. Guiding questions for discussion and further inputs: 1.How will the Pact for the Future and the Global Digital Compact (GDC) impact the fulfilment of ITU's mandate and work? 1. What themes and activities will be priorities for the ICT sector in the next 5-8 years? 2. In light of the continuous evolution and changes in the ICT field, and considering the Union s limited resources, should the current activities be reviewed, discontinued, merged, or new ones initiated? 3. Will there be new themes to add to ITU s mandate? 8 www.itu.int
