Agenda item 4.1.3 Doc. 4.1.3 - Designation and Reconfirmation of RTCs (Draft 3) WMO RTCs in 28 Members with 43 RTC Components EC Criteria (WMO-No. 49, Volume I, Appendix B) Proposed by PRs through Regional Associations EC-48 established two-step-review; (1) Self-assessment & (2) CDP Review According to the recommendations of CDP, EC designates new and reconfirms the existing RTCs/Components Draft Resolution 4.1.3/1 (EC-78) decides: (1) Reconfirms RTCs in China, Costa Rica, Indonesia, Israel, Republic of Korea, and T rkiye (2) Designates new components to existing RTCs in China and Costa Rica (3) Designates new RTCs in Cameroon and United Arab Emirates (4) Extends the status of RTCs until subsequent Executive Council resolutions, and (5) Approves the updated list of RTCs in Annex

Benefits of Major Programmes Purpose, scope, overall objectives: Alignment of WMO Convention purposes, long-term goals of the Strategic Plan, bodies, Major Programmes and the Secretariat structure to implement result-based management in line with ISO 21503:2022 (Project, programme and portfolio management) Programme: group of programme components (projects, programmes or other related work) managed in a coordinated way to realize benefits (created advantage, value or other positive effect) Consolidated view of planning and implementation of core programme components and their activities Clear linkage between programme objectives and strategy/planning documents of core programme components Clear definition of roles and responsibilities of entities Members, technical commissions, Research Board, regional associations and the Secretariat Clear governance Tool for communication and relationship with the United Nations, other specialized agencies, communities of interest and experts
