The Problem Situation overview National team planned COVID-19 vaccination campaign for December 2021 Health workforce COVID-19 vaccine hesitancy is a potentially significant hurdle to role as trusted adviser to communities Health workforce (HRH) capabilities are obviously key to success, but time is not available for traditional capability development processes. Lessons learned need to be shared rapidly, especially how to adapt national guidance to local contexts, but existing mechanisms are primarily vertical (top-down) I was so afraid of the vaccine that I refusedto get vaccinated even thoughI was encouragingcommunitiesto do so. After three monthsofobservingmy colleagues who had already been vaccinated, I took my courage in both handsand vaccinated myself. I now feel comfortableagain to continuecommunityoutreach. Problem statement How to rapidly strengthen INHP-EPI and partner staff HRH capabilities based on what works , ahead of a national COVID-19 vaccination campaign (10-20 December 2021) to vaccinate 6 million people in C te d Ivoire. 35
The Solution Actions Measurement Outcomes measured by nationalEPI throughactual vaccination uptake during national campaign matched to implementationof Hackathon action plans. Hackathon participants self-reported implementation; shared photos of actual implementationof their actionplans. IN 7 DAYS: TGLF s fully-digitalHackathonpackage was deployed by a country-based team of alumni volunteers with EPI and INPH support to connect >500 country and healthworkers who developed 165 context-specificactionplans to accelerate COVID-19 vaccination. Capability development embedded into activities focused on urgent priorities, rather than requiring stakeholders to set aside priorities in order to learn. The Hackathon involved the following process: 1. Work in small groups to problem-solve context-specific COVID-19 vaccination challenges. 2. Develop actionplans focused on a local challenge or barrierto COVID-19 vaccination. 3. Peer review actionplans developed by colleagues. 4. Revise own actionplan based on feedback from peers. Outcomes and Key Learnings Outcomes and Impact Key Learnings Led by the TGLFalumni network in C te d Ivoire embedded in national EPI team, with participationfromall system levels andpeers from 20 othercountries. In 10 days,TGLFdevelopedthehackathonwiththe C te d IvoireAlumni team. Overnine days, withoutstoppingtheir daily work, participants developed 165peer-reviewed context-specific actionplans, primarily to overcome COVID- 19 vaccinehesitancy. In five days, 501 applicantswererecruited. Ivorian participants represented96health districts(85% of total) in C te d Ivoire: 51% district,21% facility,15% national, 11% regional. Country and healthworker ownership 1. Hackathon participantsfoundlocal solutions that they wereable to integrate anduse in thecampaignto anticipate, prevent, mitigate, and respondto COVID-19 vaccine hesitancy 1. Health workers own confidencein COVID-19 vaccine and their vaccination status is consistently reportedas one of the most important factors in successfully engaging communities. Speed Scale 1. Country-widedigital peer learning networks connecting different system levels fostermotivation to sharewhat is learned, accelerate problem-solving,andadapt national guidelines to local contexts. Diversity If implemented,actionplans estimatedto vaccinate3.5M peoplewith a fundinggap requiring anadditional 0.26 USD per vaccination. 71%of participantsimplementedtheir actionplans during the national vaccination campaign.82% of respondents reportedhavingfounda solutionto betterconduct the COVID-19vaccination campaign. 78% of respondents felt capable ofusingthe methodologyfortheirownneeds,and82% wantto organize theirownhackathonwiththeircolleagues.
