M110.BHRN Application Update Presented to Oversight and Accountability Council
The M110.BHRN application update was presented to the Oversight and Accountability Council on June 7th, 2022. Subcommittee voting is complete with letters of intent to award sent out. Various counties have had their applications reviewed and approved, with grant agreements signed. Applicant meetings with approved applicants are ongoing, offering orientation packets and necessary support.

Applicant meetings Meetings with approved applicants continue this week. OHA has provided an orientation packet for applicants to include: General orientation to M110, timelines and requirements Grant agreement template Model memorandum of understanding Facilitation and technical assistance support for applicants Electronic Fund Transfer details All needed materials provided at welcome meeting 5
County Regions Orientation and Negotiations Scheduled Welcome meetings and follow-up negotiations continue Multnomah County LOI sent out along with a survey to support the design of a responsive and collaborative negotiation process. 19 out of the 41 entities have responded. Completed Meetings 5/5: Harney, Morrow 5/6: Benton, Curry 5/12: Gilliam, Grant, Wheeler 5/13: Crook, Lake, Jefferson 5/19: Washington 5/25: Wallowa 5/26: Hood River 5/27: Columbia, Tillamook 6/2: Clackamas, Sherman 6/3: Lincoln, Klamath, Marion 6

Step 4 6 can be done quickly Step 4: Welcome meeting Entities confirm the following: Complete BHRN? Funding requested below county region allocated amount? Or all approved entities agree upon a revised funding request All MOUs are executed between entities and BHRN grant agreements are executed Electronic Fund Transfer set up appropriately Step 5: OAC approves funding amount and BHRN Step 6: OHA will disburse funds within 20 days of all completed steps 8
Next Steps in the Process OHA reviews approved applicants to prepare for orientation meetings and determines whether: Approved applicants constitute a complete BHRN The budget falls within or exceeds the county region funding allocation Budget concerns have been raised for an approved applicant Assess if all approved applicants are part of a BHRN through the MOU process 9
