Rec rui tm ent a nd Retenti o n WVDE Alternative Certification Programs ( 18A-3-1j) Required minimum qualification --Possession of 4-year degree from accredited institution and eligible GPA The WVBE has established and adopted the following WVDE Alternative Certification programs: Southern Regional Education Board Alternative Certification Program A pilot program that provides a licensure pathway in math and science at a reduced cost as part of a two-year cohort. Program participants may include licensed math and science teachers who wish to expand their content areas or grade levels or who need additional support in their content WVDE Alternative Certification Program A WVDE program where participants complete approved coursework offered by West Virginia Institutions of Higher Education which leads to licensure once the program coursework and all required testing is completed. WVU 2 online courses on a semester-based schedule. May complete the program within 16 weeks, but the maximum amount of time allowed is one year. Wheeling University 2 online courses. Program may be completed in one semester, but the maximum amount of time allowed is one year. West Liberty University 2 online courses. Must possess minimum 2.75 cumulative GPA and a valid Substitute Teaching Permit. Participants must meet clinical experience requirements including the West Virginia Teacher Performance Assessment (WVTPA). Candidates may complete program within one semester, but the maximum amount of time allowed is one year. Vacancy has been posted a minimum of one time with no qualified candidate applying Place the CTR and pay a minimum of 65% of the State Aid Formula Must be placed in the content area that the EPP is recommending for licensure. Collaborate with the IHE and provide support to the CTR 7

  10. Resi denc y Sti p ends Superintendent Burch has allocated ESSR funds to provide stipends for Residency 2 students through 2023. Each Resident 2 student will receive a $2000 stipend from the WVDE to offset costs of working full time in the PK-12 setting.   11. Lega l Revi ew U p da tes All Legal Disclosures should include: 1. A narrative that gives insight into the applicant s conduct that led to the disclosed incident(s). 2. Supporting documents including any/all court documents, personnel documents, and/or licensure documents. 11

  12. Lega l Revi ew U p da tes Reviewing applications that have been sent back with requests to add disclosures: Do NOT request additional information in the e-app from applicants. When the county requires more information from the applicant, please email a request to the applicant. When the county has sufficient information to approve, click approve. 12

  13. Lega l Revi ew U p da tes Convicted Felons The Office of the State Superintendent has advised that the Legal Review Committee is to Deny for Cause any applicant with a felony conviction. Any applicant who has been Denied for Cause will have an opportunity to appeal the denial before the West Virginia Commission on Professional Teaching Standards, Licensure Appeal Panel. 13

  14. Lega l Revi ew U p da tes All Supporting documents, if not included in the initial application, should be uploaded to Certification Services. Uploading information ensures that the information is placed in the applicant s file quickly and it can be seen by all coordinators. 14

  15. G enera l I nf o rm a ti o n a nd P o l i c y 5 2 0 2 U p da tes Revision to Policy 5202 became effective on November 15, 2021. Licensure and Testing Directory was revised effective November 10, 2021. Guidance Document for PRAXIS Exams that can be taken to add endorsements was revised effective November 10, 2021. Visually Impaired and Deaf/Hard of Hearing can now be added by passing of content exams only. Foreign language applicants can now take the American Council on the Teaching of Foreign Languages (ACTFL) Exam in-lieu-of the PRAXIS II Content Exams. Experience for a conversion to a Five-Year or Permanent Certificate must be full-time experience. 15

  16. P o l i c y 5 2 0 2 U p da tes ( Co nti nued) Changed the name of the certificate for the County Alternative Certification Program to the Provisional Alternative Teaching Certificate. Included a statement that the individual is responsible for checking the correct endorsement and/or programmatic levels are reflected on their license. An individual applying for licensure with an out-of-state certificate and five years of experience is exempt from the 2.50 GPA requirement. Changed the name of the Teacher-in-Residence to Clinical Teacher of Record. Added language for individuals that are exempt from having to hold a Clinical Experience Permit. 16

  17. U p da tes ( Co nti nued) Removed the requirement of completing a defensive driving training for the Driver s Education endorsement. Added a Permanent Authorization for Driver Education after completion of the WVDE e-LEARNING program. Joshua Grant would be the contact at the WVDE about the coursework. Clarified language to reflect when an individual completes a content test only to add an endorsement, they must take the current exam in policy. The Pre-Professional Certificate (Form 1T) was changed to Pre- Professional Permit. The classification of Mentally Impaired Mild/Moderate was changed to Intellectual Disabilities as per federal legislation in August 2017. 17

  18. F i rst Cl a ss/ F ul l - Ti m e P erm i ts The position that is being filled must match the program the individual is completing on the Form 1. Please include the start date on all Form 1 applications. Due to the high rate of Emotional/Mental needs, the requirement to receive a permit in School Counseling is now a minimum of 70% and no waivers for the 70% are permitted. Individuals enrolled in a traditional IHE licensure program are still exempt from submitting a PRAXIS II Content Exam to obtain the initial permit. 18

F i rst- Cl a ss/ F ul l - Ti m e P erm i ts ( Co nti nued) Applicants completing a non-traditional pathway to licensure through a provider (American Board, Teach Now, WVU, West Liberty, or Wheeling U are eligible for a one year non-renewable permit (Form 1N). Individuals completing a Math or Science non-traditional program through the SREB are eligible for a permit that can be renewed one time due to the length of the program (Form 1B). If an individual is on a traditional Form 1 through an IHE, they can move to a non-traditional pathway, but must understand they cannot go back to the traditional pathway if they are not completed in the allotted timeframe on the Form 1N or 1B. 19

  20. Certi fic a tes I ssued Most individuals submitting applications for Initial Licensure are now going to be issued a Provisional Teaching Certificate (Certificate 24 or 25) for three years. If an individual presents an out-of-state certificate with a verification of five years of experience, they will be issued the current Professional Teaching Certificate (Certificate 21). If an individual submitting for initial licensure has not completed a national-normed Teacher Performance Assessment or if not continually enrolled in a traditional IHE preparation program prior to September 1, 2021 they can use the Principles of Learning and Teaching Exam, they will receive a Provisional Teaching Certificate (Non-Transferrable) (Certificate 25). 20

Certi fic a tes I ssued ( Co nti nued) Individuals currently on the Provisional Alternative Certificate (County Program) will still receive the Professional Teaching Certificate (Certificate 21) upon completion of the county program. The Certificates 24 or 25 are eligible to have endorsements added via the PRAXIS II Content Exam as they are considered an initial certificate. The Provisional Alternative Teaching Certificate (Certificate 23) is still not eligible to add endorsements until they receive the Initial Teaching Certificate. 21

A Coach who obtained certification and who has only completed the Sports First Aid and the Coaching Principles courses and whose certificate was not renewed for the academic year after the certificate s expiration must complete the WVSSAC course in order to renew the authorization. 11.9.e.1. Exception. Individuals who possess a valid Junior Reserve Officers Training Corps (JROTC) Authorization or Professional CTE Certificate are not required to complete the Sports First Aid, Coaching Principles, or the WVSSAC course to receive the Coaching Authorization. JROTC and CTE employees must complete form 39 each academic year will be coaching. 25

F o rm 6 0 P a ra p ro f essi o na l E duc a ti o na l I nterp reter Applicants must meet both parts of the the authorization: Paraprofessional requirements AND Interpreter requirements Applicants must meet the thirty-six (36) hours of paraprofessional coursework in order to be issued an authorization even if the applicants have passed all required interpreter testing. Applicants cannot be issued a Temporary Authorization to meet the paraprofessional requirements. Applicants can, however, be issued a Temporary Authorization to meet the interpreter testing requirements so long as the paraprofessional requirements have been met. 26

F o rm 19, 19A, 19R P ro f essi o na l Adm i ni stra ti ve Certi fic a ti o n In order to be eligible for a WV Professional Administrative Certificate, you would need the following: -Master s program in Educational Leadership from a regionally accredited college/program that leads to licensure with a GPA of 3.0 or higher submit your official transcripts reflecting successful completion of the program with your degree earned date and final GPA. -Praxis II exam for Educational Leadership required by West Virginia (currently test 5412) OR a valid, renewable out-of-state Professional Administrative License. -3 years of teaching and/or education experience -Successful completion of the online Evaluation Leadership Institute (ELI) - submit completion certificate 27

F o rm 19, 19A, 19R Professional Administrative Certificate or Provisional Administrative Certificate Administrator Certificate issued to an individual to work in WV public schools to work as a Principal, Supervisor, and/or Superintendent who has attended an in-state institution. Form 19 Professional Administrative Certificate (Reciprocity from Out-of-State) Administrator Certificate issued to an individual to work in WV public schools who holds a valid out-of-state professional administrative certificate as a Principal, Supervisor, and/or Superintendent. Form 19R Professional Administrative Certificate (Out-of- State) Administrator Certificate issued to an individual to work in WV public schools to work as a Principal, Supervisor, and/or Superintendent who has attended an out-of-state institution. Form 19A 28

  29. E va l ua ti o n Lea dershi p I nsti tute ( E LI ) The online ELI is required for all initial administrative certification (with no administrative employment). Go to https://wveis.k12.wv.us/registration to complete the course registration. -select the Register button from the top of the screen -select your role, Educator Eval Module Participant, from the dropdown menu -select a course associated with your role -you will not have the ability to delete a course selection -submit your registration 29

E LI Co m p rehensi ve Tra i ni ng If someone is submitting their initial application for an administrative certification with Form 19, 19A, or 19R AND is hired in an administrative position, they will need to complete the comprehensive ELI training. Contact Jessica Austin, coordinator in Leadership Support, at jessica.Austin@k12.wv.us to register for the comprehensive ELI training. If someone holds the Provisional Professional Administrative Certificate and has recently been hired in an administrative position, they have 90 days to complete the comprehensive ELI training and apply to convert to a Professional Administrative Certificate with Form 19C. 31

F o rm 4 A P ro f essi o na l Adm i ni stra ti ve Certi fic a ti o n Renewa l o r P erm a nent To renew a Provisional or Professional Administrative Certificate submit one of the following: - 6 hours of coursework credit reflected on an official transcript OR 6 hours of eLearning courses - Master s + 30 or higher reflected on their certificate - Age 60 or older - To go permanent on a Professional Administrative Certificate, the applicant must have 2 years of administrative experience (one of the two years must be completed in a WV public school system) 32

F o rm 3 Cl i ni c a l Tea c her o f Rec o rd P erm i t This permit allows individuals to teach in an area of critical need and shortage while finishing their state-approved teacher preparation program as part of a WVBE approved agreement between an institution of higher education and a WV public school district. The online electronic application must include: - Agreement between the IHE and the county - The job posting - Transcripts showing a GPA of 3.0 or higher - Starting date - Praxis and CORE results - Endorsement area(s) 33

  37. Restri c ted Sho rt Term Sub sti tutes A waiver must be on file in our office for each county. A letter can be emailed to chaymaker@k12.wv.us Upon approval of the waiver, an email will be sent with additional information and reminders An official transcript is required reflecting one of the following: A conferred associate degree Minimum of 60 semester credit hours Minimum of 90 quarter hours An application must still be submitted for each applicant. A 2.0 cumulative GPA or higher is required. Restricted substitutes fill a position for 10 days or fewer. The applicant must be 21 or older. A restricted sub permit cannot be used in lieu of a coaching authorization. 37

  38. Sub sti tutes Please be sure that an official transcript with a conferred degree is submitted with all initial substitute applications. Endorsements for long term substitutes require 12 hours with a grade of C or higher. A short term substitute fills a position for 30 days or fewer . Substitutes can only be granted the degree level required for issuance of the certification. Bachelor s degree for a substitute permit Associate s degree for a nursing substitute permit Remember that electronic applications do not come to our office until the applicant has paid. Unsubmitted electronic applications will now be removed after 60 days. 38

The Department of Labor certificate is required for a permanent authorization using the ACDS pathway. If using a CDA credential, it must be current. 39
