ELPA21 Assessment The ELPA21 is a test designed to measure students progress in learning the English language. Items were developed from the Nebraska English language proficiency (ELP) standards aligned to the CCR practices Assessment is segmented into 4 sub- tests which cover the 4 language domains: Listening, Reading, Writing and Speaking 2
ELPA21 Summative Feb. 4 Mar 15: Spring ELPA21 2019 testing window All K-12 students identified as English learners are required to take the ELPA21 summative assessment Testing vendor: AIR Administration manuals and resources are available on the AIR Portal https://ne.portal.airast.org/ 3

Navigating TIDE Most DACs have been added as district-level users in TIDE DACs can add additional users at the district, school, and test admin levels If you are a new DAC and cannot access the site, contact Terri Schuster (contact info below) Following the upload of testing label data from NDE (K-1 was Nov 2, grades 2-12 will be on Jan 9), students will appear as test-takers in TIDE Students new to the district may be manually added to TIDE after those dates Establishing settings and accommodations Creating appeals 8
Online Reporting System (ORS) Summative results available the first week of May Individual Score Reports (ISRs) Include an over all proficiency determination: Emerging, Progressing or Proficient Includes language domain scores (Levels 1-5) with 5 being the highest Domain score profiles determine the overall determination (ex. a student with 4s and 5s in any combination is considered Proficient Student reports (Excel) by district, school, and grade level 9
ELPA21 Dynamic Screener ELPA21 Dynamic Screener (optional) Used for determining EL Eligibility Meets the criteria in Rule 15, Section 003 Administered similarly to the summative assessment Resources and manuals are available on the AIR portal Use drop downs on TIDE and ORS to access student data for both instruments 11
ELPA21 Dynamic Screener Cont. Differences from Summative: The Dynamic Screener is one assessment (not divided by domains) Stopping point (semi-adaptive format) Students who answer few questions correctly will not advance to the final step The first Speaking question set is scored on the fly by the test administrator 12
