From GSFC HB 444 Pending Passage Changes to the state-funded Dual Enrollment Program are expected, with an effective implementation of Summer term 2020 (FY 2021) Final rules are expected in May 2020, upon approval of regulations by the GSFC Board of Commissioners Regulations posted on GAfutures by May 8, 2020 FAQs provided and posted to GAfutures Postsecondary Functions (PSF) and High School Functions (HSF) Resources

From GSFC New Dual Enrollment Application for students released (March 3, 2020 New Course Directory for 2020-2021 (March 3, 2020) GAfutures updated with Postsecondary Functions and High School Functions to include Dual Enrollment module (March 3, 2020) Single View for processing student applications pending (April, 2020)

HB 444 GAs Dual Enrollment Goals The purpose of the Dual Enrollment program is: To promote and increase access to postsecondary educational opportunities for Georgia high school students while To increasing high school graduation rates, To prepare a skilled workforce, and To decrease time and cost to postsecondary credential completion

  5. Definitions 'Dual credit course' means a postsecondary course, including a virtual course, taken by an eligible high school student pursuant to an arrangement at or through an eligible postsecondary institution for which the student receives secondary credit from his or her eligible high school. 'Eligible core course courses used to calculate GPA s for HOPE scholarship and are included in the eligible course list English Math Foreign Language Science Social Studies 'Eligible CTAE course' means all career, technical, and agricultural education courses which are aligned with the department's Career Clusters and Pathways programs and which are included in the eligible course list.

  6. Eligible courses for each category are determined by the first two digits of the high school course number Ex: English/Language Arts Courses start with 23.____ British Lit 23.05200 EX: Math Courses start with 27.___ College Algebra 27.0A624 Continue to submit new courses in GATRACS.

  7. Definitions 'Eligible high school student' means a student who is: (A) Entering or enrolled in 11th or 12th grade at an eligible high school taking any eligible dual credit course at any eligible postsecondary institution; or (B) Entering or enrolled in 10th grade at an eligible high school when such student: (i) Is enrolled in an eligible CTAE course at an institution within the TCSG (ii) Has obtained prior to the beginning of the term of dual enrollment coursework an SAT or ACT test score that would meet the assessment requirements of a Zell Miller Scholar and is taking eligible core courses at any eligible postsecondary institution (1,200 reading and math on the SAT or a composite score of 26 on the ACT ); or (iii) Was enrolled as a ninth grader in one or more dual credit courses at an eligible postsecondary institution for which payment was made under this part on or before June 30, 2020 9th graders are no longer eligible for DE funding

Definitions/Grandfathering (Based on Invoices) 'Eligible dual credit course' means a dual credit course which is included in the eligible course list and which is eligible for payment under this program subject to the following maximum credit hour caps: (A) Eligible high school students with 18 or fewer semester hours, or the equivalent amount of quarter hours, of dual credit courses funded under this part on or before June 30, 2020, shall be limited to a total of 30 semester hours, or the equivalent amount of quarter hours, of eligible dual credit courses; and (B) Eligible high school students with 19 or more semester hours, or the equivalent amount of quarter hours, of dual credit courses funded under this part on or before June 30, 2020, shall be limited to 12 additional semester hours, or the equivalent amount of quarter hours, of eligible dual credit courses.

  9. Grandfathering Section for Option B/SB2 Students attending a public high school, who have taken dual credit courses in pursuit of a high school diploma under this paragraph, and were funded under this part, on or before June 30, 2020, shall not be subject to any maximum credit hour caps as set forth in this Code section. Such students may continue participation in the program until the student completes the coursework required for his or her high school diploma. The student s public high school must have designated the student as pursuing his high school diploma through High School Graduation Option B (SB2) Designation made on Spring 2020 DE app Paid Invoice Hours for Spring term 2020 in SURFER New Application process (Single View) will indicate these eligible students

  10. Withdrawals After June 30, 2020, eligible high school students shall not be permitted to retake a dual credit course except under extenuating circumstances, as determined by the GSFC; and After withdrawal from a second dual credit course, a student shall be ineligible to take any dual credit courses except under extenuating circumstances, as determined by the commission The two withdrawals begin Summer term 2020 or after. Withdrawals prior to Summer term 2020 do not count. Extenuating Circumstances Serious illness Serious injury Death in the family (parent, stepparent, or sibling) Note: An Approved Appeal does not allow for additional hours beyond the student s Funding Cap An Approved Appeal does not change grades or academic transcripts

  11. DE Application & Grade Level When a student submits a new DE Application Student selects year of application (i.e. 2020-2021) Student selects grade level (9th grade is not any option) Student selects PSI(s) where he plans to enroll for Dual Enrollment (from the list of all eligible participating PSIs) All participating PSIs listed - since eligibility statuses are not determined until high school accesses the application

  12. DE Application & Grade Level Grade Level Controls on the Single View 9th grade level is not an option When high schools go in to enter courses for a PSI, the PSIs listed as an option will be based on grade level eligibility Included on the Single View Participating 9th grader in 2019-2020, based on DE invoice paid (funds received) Highest SAT & ACT scores received at GSFC, must be in GSFC system before 10th grader app can have core course options

  13. HB 444 Funding Cap Effective Summer term 2020 and beyond All first-time participating students have funding capped at 30 semester/45 quarter hours No Exceptions The per term maximum of 15 semester or 12 quarter hours continues Funding Cap in the last term of Dual Enrollment funding may affect the per term maximum (i.e. student may not have 15 hours remaining)

  14. HB 444 Funding Options after DE Funds The 30 semester or 45 quarter hours program Funding Cap is a hard cap Students may receive funding up to the Cap (during the term reaching the Cap) Additional dual enrollment hours may be paid by Student Postsecondary Institution may charge the student for hours not covered by DE funding exceeding 30/45 HOPE Grant Bridge and HOPE Career Grant funding Must meet eligibility requirements

  15. Students With No SSN Students without an SSN will be able to complete the new online application In this case, the GAfutures profile does not contain an SSN The DE online application requires the student to confirm they have no SSN Student is assigned a GAfutures Temporary ID (9 digit # starting with 777) The assigned GAfutures Temporary ID will populate on DE application The PSI must include the GAfutures Temporary ID in the SSN field when invoicing

  16. Home Study Students Home Study Official must create a GAfutures Account registering the home study program The Georgia home study program will be assigned a Home Study Program number (H+5digits) by GSFC When completing the DE application, the home study student must select the home study program name created by the Home Study Official Home Study Officials will have access only to the applications for home study students in their program If the Home Study Program is not listed in the application, the student cannot continue

  17. Online Application Process After the student submits the DE application Parents complete the participation agreement electronically with a link in the email or a link on GAfutures Parent must list the student s SSN and DOB or Application ID and DOB Parents without an email account or electronic access may complete the paper participation agreement on GAfutures and provide to the student s high school Home study paper application includes the participation agreement for student and parent to sign

  18. Online Application Process After the parent/guardian completes the Participation Agreement High school/Home Study Program selects term, PSI(s) and high school course(s) PSI selects college course equivalence and approves or suggests alternate course PSI may add a course(s), then High School must approve or reject addition(s) When all courses are approved or rejected by both high and PSI, the term (application) is considered complete

  19. Application Deadline DE Applications are due by the last day of the postsecondary term or date of withdrawal Completed application means student, parent, high school and postsecondary institution has completed their portions Term Application Deadline is not the same as the Term Invoice Deadline No Extension is available for DE application completion by student, high school or PSI First year consideration to extend term applicationdeadline Deadline to complete Summer term 2020 (FY 2021) application is October 2020 Deadline to complete Fall term 2020 (FY 2021) applications is February 2021

  20. New DE Funding Application To access HSF or PSF, users must be signed into their GAfutures account and click My GAfutures

  21. Dual Enrollment Dashboard High School and up to 10 PSI(s) listed on application will see the same Dashboard information for the student

Dashboard Application Status Active Application Application active throughout the year for multiple terms Parent Signature Pending Student Participation Agreement (SPA) - Awaiting parent/guardian acknowledgement of Parent Denied - Parent/guardian denied student participation High School Pending - Awaiting high school to process course(s) selections and approval PSI Pending - Awaiting PSI course(s) selection/approval Complete Approved (or denied) by high school and PSI Course Approval HS - Awaiting high school approval/denial of course recommendation(s) by PSI Not Eligible Student has maxed out DE funding hours/exceeds the Funding Cap Complete Manual Paper application processed by GSFC

DE Single View Single View will be used to process an individual application High school selects term and PSI High school chooses the high school course(s) approved for Dual Enrollment from the Directory link PSI chooses the college equivalency for each HS course from the Directory Can decline the course and suggest a new course(s) PSI may add a course(s), then High School must approve addition(s) When all courses are approved (or denied) by high school and PSI for the term (application) is considered complete

Reports The HSF and PSF Dual Enrollment modules will include two reports Application Status Search for all or a specific status Approved Courses List of approved DE course(s) taken Summer term 2020 and beyond Each report will have query and export options Reports for applications prior to 2020 -2021 remain in STARS and SURFER
