The core purpose of the UIP remains the same: identify academic challenges and create a plan to address those challenges.
Why? CDE has not lifted the UIP requirement for the 20-21 school year. The UIP continues to be used for various grant-fulfillment purposes, including Title funds, READ funding, the Early Literacy Grant, EASI grant, and schools with an ESSA identification.

Overview of changes: To copy or not to copy?
Section III, Tab 2: Brief Description All requirements remain the same Consider adding how return-to school committee and board were involved in 20-21 planning
Section III Tab 3: Prior Year Targets No state data to report on, do not need to report on performance against last UIP s targets Strongly consider including a brief narrative on the impact of prior Major Improvement Strategies up to (and potentially including) spring remote learning.
Section III Tab 4: Current Performance No 19-20 SPF rating, no state data Include other data sources: ACCESS data Fall/Winter Interim (including READ assessment) Engagement data Formative assessment Survey data Instructional data (implementation) Historical data
Section III Tab 5, Trend Analysis No state data; this section is optional However, consider the impact of interrupted instruction on prior academic outcome trends.
Section III Tab 6: Priority Performance Challenges Continue to identify the student-centered academic issues most concerned about addressing during the 20-21 school year. These challenges must be linked to the information shared in the Current Performance section. This may be related to qualitative or quantitative student outcomes.
Section III Tab 7: Root Cause Analysis Is a (main) root cause Covid? YES! But remember to focus on things under school control.
Section IV Tab 1: Major Improvement Strategies Continue prior MIS? 20-21 Learning Plan as MIS? How will you address learning gaps?
Section IV Tab 2: Planning Form (Action Steps/ Implementation Benchmarks) This section may serve as your academic implementation plan for your return to school plan for 20-21. This may include as much detail as you like, but at a minimum should give a cohesive plan for each of the Major Improvement Strategies outlined on the prior tab.
Section IV Tab 2: Planning Form Implementation Benchmarks Instruction may pivot between remote and in- person What are your expectations for teachers and staff? Who will be monitoring?
Section IV Tab 2: Planning Form Action Steps What needs to happen prior to instruction beginning? How will you support implementation? How will your school fund the actions above?
Section IV Tab 4: Target Setting During the 20-21 school year, this may include setting non-traditional targets. Set state assessment targets and READ targets Focus on formative/interim targets Please note, all targets must still be associated with a Priority Performance Challenge.
