  3. 4. Final TWG meeting on WI BREF Comments for the meeting by no later than 6 April 2018 using the Excel template and post input directly into BATIS. It is essential that any reaction to the revised proposals for the draft BAT conclusions is accompanied by an alternative proposal and by sound techno-economic evidence to support the alternative proposal (this is not an invitation to submit completely new information).   7. 6. Industry meeting: 12 April The aim of the meeting is to find areas of agreement so that we can present a united front and not waste time in the final meeting of the WI BREF TWG. Primary issues: 1. BAT AELs: Values Derivation Measurement uncertainty 2. Energy efficiency Calculation method and Annex on Energy Efficiency BAT AEEL values 3. OTNOC under BAT 6 and 19 Secondary issues (not in terms of importance to any participant but in terms of priority of discussions!): 4. Dioxin sampling long term vs short term 5. Mixing and preparation 6. Combustion performance and destruction efficiency 7. BAT conclusions on Bottom Ash treatment European Federation of Waste Management and Environmental Services

Co-signed emails/papers on WI BREF 16 March 2018: Co-signed an email with CEWEP-ESWET to request the necessary documents for the Final Meeting February 2018: Additional input has been submitted to the JRC on energy efficiency for sewage sludge February 2018: Co-signed a paper with 8 EU associations to inform the stakeholders about the hasty use of the WI BREF BAT-AELs January 2018: Co-signed a paper with CEWEP-ESWET with our common feedback on the informal workshop and our recommendations for the future WI BREF background paper European Federation of Waste Management and Environmental Services

  14. 8. WT BREF: FEAD Technical Assessment Aim: to give an overview of the changes introduced by the forthcoming WT BREF in comparison to the 2006 BREF. FEAD aimed to gather members views on: the most problematic BAT-AELs; future impacts; implementation issues. European Federation of Waste Management and Environmental Services

  16. 8. WT BREF: FEAD Technical Assessment Analysis section Which are the most problematic BAT-AELs associated with pollutants? Why? FISE: Physico-chemical treatment (PCT): BAT-AEL total volatile organic carbon (TVOC) ESA, Go4Circle: Biological treatment (BT): one of the sectors most impacted (no requirements in previous BREF); BAT-AELs for TVOC and odour. Can you assess already the impact of these BAT-AEL values? FISE: Physico-chemical treatment: TVOC may have to install thermal oxidation technique (costly) ESA: Potential cost of enforcement measures by the authorities in addition to the monitoring itself. ESA: Biological treatment: TVOC similar situation as in PCT Go4Circle: Biological treatment: High costs for monthly monitoring - total organic carbon (TOC) 50K and chemical oxygen demand (COD) 20 K European Federation of Waste Management and Environmental Services

  17. 8. WT BREF: FEAD Technical Assessment Analysis section: National implementation: Do you know if your MS or regional authority plans to adopt more stringent requirements than the BREF? DWMA, ESA: Too early to know. DWMA: In the Netherlands - do not expect more stringent requirements than in the BREF Do you know which methodology your MS will apply? (i.e. regarding implementation & compliance) DWMA, FNADE: Not clear how the ELVs will be derived from BAT-AELs. This will be done by local authorities, hence it could vary depending on different situations (case by case). the setting of the ELV, European Federation of Waste Management and Environmental Services

  18. 8. WT BREF: FEAD Technical Assessment Conclusions The impacts will vary from one Member State to another implementation at national level may vary. The remarks are specific and they will not concern all the members due to the fact that they will depend on the national implementation and also on the technical level of the installations.
