  2. PURPOSE The purpose of this Presentation is to provide an updated report on smart city projects to the Portfolio Committee on Public Works and Infrastructure. Report by the DPWI on its role in smart city projects to deal with the infrastructure requirements and service delivery needs of client departments in planned smart cities such as for example: Mooikloof Mega City in Pretoria, Nkosi City adjacent to Kruger National Park, The Durban Aerotropolis, and The Lanseria Smart City. 2

  3. BACKGROUND: THE NEW CITY INITIATIVE This initiative should not be confused with the Lanseria Smart City, which started as far back as 2009 and involves all three spheres of government. The Lanseria Smart City Project, which was led by the Investment and Infrastructure Office in the Presidency alongside the provincial governments of Gauteng and North West, working together with the cities of Johannesburg, Tshwane and Madibeng. The New, Open City Framework emanated from the Position Paper presented to the IMC at the end of 2019. It has now progressed into a Framework, which is now being developed into a Strategy and Action Plan for a new, open or democratic city in South Africa. This Report served before the Technical IMC on Friday 4 June 2021, Where consensus was reached about the development of the Eastern Seaboard New Smart City as a flagship project for South Africa. It was further recognised that other ideas and concepts for Smart Cities were also in the pipeline. COGTA was designated as a lead department to coordinate the implementation of all smart cities working with local government. 3

  4. THE FRAMEWORK FOR THE NEW CITY INITIATIVE THE SMART CITIES FRAMEWORK The Department of Cooperative Governance has developed a Smart Cities Framework adopted in March 2021. Hereunder is a summary of the key areas the Framework covers. AIM This Framework and the research, Strategy and Plan of Action that will emanate from it, is grounded in the overall aim of establishing an urban nexus that reverses South Africa s fragmented urban past with a bold vision for a more equitable urban future in the world s most rapidly urbanising Continent. This initiative represents a once-in-a-lifetime opportunity to transform and improve the quality of life for the future of urban residents in in South Africa with new, innovative thinking of the twenty first century, utilising technology of today and embracing the democracy we live in. OBJECTIVES To share local and international learning to provide all role players with factual information on the benefits and advantages as well as the challenges and disadvantages that need to be taken into account when planning and implementing smart city initiatives. To highlight the South African realities that need to be considered when planning and implementing smart city initiatives to ensure that such initiatives are appropriate to the local context. To assist in developing a common understanding of the concept of a smart city and propose a South African interpretation of various aspects related to smart city initiatives. To outline a set of principles to provide guidance when decisions have to be made regarding the identification, planning and implementation of smart initiatives and technologies. To outline the factors to consider, and the steps to be taken, when identifying, planning and implementing smart city initiatives. 4

EASTERN SEABOARD DEVELOPMENT VISION - DEFINING SMART CITY Smart: Generally refers to technological and digital concepts and interventions, especially ICT and focus on 4IR (Fourth Industrial Revolution) However, smart could also mean intelligent ,or knowledge- intensive , including innovative approaches, techniques and processes, as well as non-conventional interventions and scientific innovation. City: The word city has multiple meanings in the smart city conversation. It is a catch-all phrase that includes various types of settlements, or parts of settlements, e.g. Cities, towns and villages of any size, including those in rural locations.; A custom-built greenfield development; Upgrading or retrofitting aspects (e.g. transportation or connectivity) or parts (e.g. an educational precinct) of an existing city or town. Although it proposed to pilot Smart African Cities in Mthatha and Port-Shepstone-Margate, the approach in the RSDF is to continuously assess the smart-readiness of the other towns/settlements based on the framework outlined in the report (i.e., Kokstad, Lusikisiki, Pennington/Scottburgh, Port St. Johns, Matatiele, etc.). DEVELOPMENT OF THE REGIONAL SDF: EASTERN SEABOARD DEVELOPMENT Phase 1 The inception: The inception report communicates the purpose of the project and assist to obtain initial buy-inn from the relevant structures and stakeholders. Phase 2 - The Status Quo Analysis Report: This phase involves an analysis of the legislative and policy context to develop a conceptual vision for the Eastern Seaboard RSDF. This is an opportunity to analyse various policies and legislation to extract strategic and spatial direction that will guide the development of the RSDF and subsequently the entire Eastern Seaboard Development. 2 1 START Phase 4 - The Draft Eastern Seaboard RSDF and Implementation Framework: The Spatial Proposals will be drafted, which is informed by the African Smart City vision, spatial objectives and principles, and the regional situational synthesis. Phase 3 - The Regional Situational Analysis and Synthesis Report: A spatial analysis and a multidisciplinary situational analysis of the various components forming part of a RSDF is conducted. 4 3 Phase 6 - Final Eastern Seaboard Regional Spatial Development Framework (ESRSDF): The ESRSDF will be refined, updated and finalised whereafter it will be submitted to the Minister of National Department of Agriculture, Land Reform and Rural Development for promulgation in the National Gazette. 6 MISA is here Phase 5 - Public Participation Report & 2nd draft of the ESRSDF: This phase will give the community and all relevant stakeholders an opportunity to provide comments on the draft ESRSDF 5 7 Source: MISA, 2023

SMART CITIES ROLE CLARIFICATION Both Minister s of COGTA and DPWI had been assigned the responsibility of leading the processes of the establishment of the New City in South Africa, as agreed to at the Inter-Ministerial Committee (IMC) on Land Reform and the Smart Cities Technical Working Group. DEPARTMENTOF COOPERATIVE GOVERNANCEAND TRADITIONAL AFFAIRS (DCOG) DEPARTMENTOF PUBLIC WORKSAND INFRASTRUCTURE (DPWI) INFRASTRUCTURE SOUTH AFRICA (ISA) ISA s role is to facilitate the implementation of the Gazetted SIPS, which may include mart City Projects. ISA s role also involves the registration of any mega project (over R1 billion) and assess their viability and compliance with the strictures of project pipeline registration of ISA as well as the governance & prescripts of the Infrastructure Development Act. Provide Project Preparation Support where feasible The performace agreement between the President and the Minister of Public Works and Infrastructure adjoins the DPWI to identify existing towns and cities for refurbishment and transformation into smart cities. A target of three cities/towns had been set. Development of Governament Prescincts. The Department of Cooperative Governance (DCoG) provides leadership in the development of cities and towns in South Africa. Development and Coordination of the Smart City Framework.   9. DPWI ROLE IN SMART CITY PROJECTS The mandate to co-ordinate the development of Smart Cities is within the COGTA ambit as part of the Smart Cities Programme. In the main, the development of cities in terms of SPLUMA is a municipal competence. DPWI Planning and Precinct Development Unit forms part of the COGTA Smart City Task Team, which is fairly in its infancy. DPWI inputs into the Smart City Terms of Reference to implement the Smart Cities Framework. There has been no needs request by National User Department to be accommodated in the stated Smart City developments. Mixed use new development Municipality approached National Treasury for BFI funding for bulk engineering services The project was submitted for registration with ISA but deferred due to clarification required on the institutional and governance structure of the project Durban Aerotropolis Project championed by the KwaZulu-Natal Department of Economic Development, Tourism and Environmental Affairs Part of the Dube Tradeport SEZ Masterplan includes mix of land uses subservient to and in support of the airport DPWI to consider the opportunity to provide accommodation to appropriate user departments in support of integrated development Lanseria Smart City Project initiated by the GPG Office of the Premier DPWI commented on the Greater Lanseria Master Plan 23/11/2020 9

  10. DEEP DIVE: MOOIKLOOF MEGA CITY The Mooikloof Mega Residential City was gazetted as Strategic Integrated Project No 24h under the Human Settlements Sector On the 24th of July 2020. The project was gazetted following the evaluation of the project with many others like it as part of the Sustainable Infrastructure Development Symposium South Africa. Description Private sector mega scale human settlements development currently in implementation by Balwin Properties. The development aims to deliver 50 000 residential units over the long term. The development is targeting the affordable market and first time home buyers and offers a range of amenities for prospective residents. Phase 1, Green Kloof, aims to deliver 15000 housing units Role of DPWI/ISA Infrastructure South Africa has supported the MooikloofMega Residential City development since its gazetting. The support includes unblocking of regulatory approvals (including the Engineering Service Agreements) as aligned with the Infrastructure Development Act (IDA) 23 of 2014 as amended; as well as facilitation of meetings with key infrastructure departments. Infrastructure South Africa, Infrastructure Fund and the City of Tshwane Metro are looking at innovative financing solutions to address the challenge of bulk infrastructure for a number of Strategic Urban Developments within the Tshwane municipal area. Progress Update Balwin Properties is in the process of completing some of the required bulk infrastructure upgrades to support phase 1 of the development. In addition to the upgrades to infrastructure, construction on site is progressing well with the gate house and boundary wall completed. The construction of the first 80 units is also nearing completion. 10

DEEP DIVE: NKOSI CITY KRUGER NATIONAL PARK The Nkosi City development is a R7.63 billion Integrated Human Settlement development located roughly 40km s east of the City of Mbombela, in Mpumalanga. It will complement an established region comprising of a number of Municipal Wards, including KaNyamazane, Pienaar and Daantjie. Private sector integrated human settlements development currently in planning by Nkosi City Development (Pty Ltd (formed by Nkosi City Communal Property Association and a private developer, Dovetail Properties (Pty) Ltd) in collaboration with the City of Mbombela. The programme aims to deliver an entirely new smart agricultural city including 5 045 subsidised housing units (comprised of 1810 social walk-ups, 558 FLISP, 930 BNG walk-ups and 1747 free standing BNGs), agricultural cooperatives, agricultural industrialsites, various commercialand light industrialdevelopmentsas well as community infrastructure. Description Infrastructure South Africa continues to support the Nkosi City Development through providing project preparation support including the development of the socio-economic impact assessment and cost benefit analysis reports. Additionally, ISA is working towards reviewing and strengthening the project s institutional arrangements. Infrastructure South Africa, will work with the NCD to look for possible innovative financing solutions to address the challenge of bulk infrastructure for the project, key to unlockingother components. Role of DPWI/ISA The Nkosi City Integrated Human Settlement Development has an approved Township Layout, conditional Environmental Authorisation, and approved funding from the Mpumalanga Department of Human Settlements for the internal services, subsidised housing and community services from the Human Settlements Development Grant. NCD Pty Ltd has also engaged the municipality, Eskom as the regional supply authority and the Department of mineral resources, who will support the electrificationof Nkosi City throughprovisionsfrom the Integrated NationalElectrificationPlan. DEEP DIVE: LANSERIA The Lanseria Regional node represents one of the most significant regional development opportunities in Gauteng, and the opportunity to evolve the first genuine scale post-apartheid urban node in the Republic. This is an effort that requires the collective energies of all three spheres of government, a range of relevant parastatals and various layers of private sector actors to realise. Description The Lanseria New City Project aims to establish a new Smart City in the area currently known as Lanseria that will be home to between 350,000- 500,000 people by 2030. Role of DPWI/ISA Once the project is registered with Infrastructure South Africa, support will be provided in unblocking of regulatory approvals as aligned with the Infrastructure Development Act (IDA) 23 of 2014 as amended; as well as facilitation of meetings with key infrastructure departments. Progress Update The project is awaitingthe necessary approvals and Council resolutions in the City of Johannesburg. The Provincial Government of Gauteng continues to be the coordinator of the project and leading the Project Steering Committee. 12

  13. CONCLUDING REMARKS Finalising the drafting of the RFP to be sent to market on the Port St John s Small Harbour Development targeting 8 September 2023. ISA will further work with MISA to identify core project preparation funding opportunities needed in under-resourced areas; including providing the necessary capacity support. Ongoing engagements with MISA on the EASTERN SEABOARD DEVELOPMENT to identify upfront any unblockings required where DPWI/ISA can lend support. DPWI Planning and Precinct Development Unit participation in the COGTA Smart City Task Team to be alleviated in the support being provided. I dream of a South Africa where the first entirely new city built in the democratic era rises with skyscrapers, schools, universities, hospitals and factories .Ramaphosa, SONA 2019 13
