FFPSA Updates - October 2021 Prevention Plan Currently under review by the Governor Use of EBPs critical to reduction in the use of congregate care Federal IV-E reimbursement for new placements in congregate care limited to 14 days Exceptions Extended Foster Care 18-21 Pregnant and Parenting Teens Children who were placed before October 1st (provided they do not change placement) 3
Children Currently in Congregate Care No change in claiming for children currently in a congregate care setting Children who are currently placed and move from one congregate care setting to another congregate care setting on or after October 1, 2021 are treated as a new entry into congregate care and are subject to 14-days of federal claiming 4
Children who are IV-E eligible remain eligible for IV-E administrative cost regardless of the 14-day rule therefore the coding to Z should not change. IV-E Administrative Cost 5
Budget Implications Fiscal Impact on the Foster Care Program Budget (projection includes valuing initial 14-day payment allowability) Fiscal impact in the first year estimated to be $5.8M reduction in federal funding Second-year impact is expected to be approximately $11.1M reduction Ongoing annual effect estimated at a $15.3M reduction if system shift away from congregate care is not accomplished 6
IV-E Revenue Bridge Funding The Governor s House and Senate budget all include Bridge Funding which creates a two-year glide path for counties and the state to help reduce disruption due to funding loss. This allows the child welfare system to adapt to new financial incentives created by FFPSA. Bridge funding - plan requests counties be held harmless from federal funding loss in SFY22, then a 50/50 state/county share in SFY23. Currently DHHS has sufficient funds to reimburse counties for the lost federal share that they experience in October 2021, but a state budget has not been finalized. We will continue to update you as more information becomes available. 7
Post October 1, 2021 Transformation and Placement Array Reducing congregate care is a transformative effort that will require resource allocation and capacity building. Go forward strategies will include increasing the number of children in kinship care and family foster homes. NC recognizes that some children have needs that are better served in a non-home/non-family-based setting. QRTPs are part of a service expansion that may best serve the needs of those children. 8
What will be different for Child Welfare Workers? Ensure all placements are correctly coded for living arrangement type and facility identification Continue Typical updates for placements and payments. Determining IV-E eligibility based on the DSS-5120 determination Code Day-sheets with a Z code for any client that qualifies for IV-E, but may not be receiving maintenance payments due to FFPSA funding limitations under the 14-day rule Change Notation of Pregnant and Parenting Teens in residential childcare facilities CPPS-Need to make special updates to the DSS-5094 form under fields 68-71, residential childcare facilities NCFAST-Need to update case information under Removals & Placements by adding the FFPSA Exception for Parenting Support for Prenatal/Postpartum option 9
What will be different for Fiscal Staff CPPS Child Placement and Payment System Reimbursements for residential homes will process as SFHF funding for clients who do not qualify for IV-E funding, for the full period or due to an exception. A system process will produce automated adjustments AND create special adjustment reports to correct to IVE funding any allowed reimbursements. The special set of adjustments will process in the next period s financial closing process. NCFAST System will automatically calculate the payments under the 14-day rule and process payments accordingly. Payment screens and preliminary reports should be reviewed. 10
