WHY ELLS AND IMMIGRANT WORKFORCE Nearly 60% of the foreign born in California, age 19+ are Limited English Proficient (LEP) That s 5.7 million people Foreign-born are one-third of the workforce in California Only 3.7% of exiters in Title I adult intensive and training services were LEP (PY 2014) 36% of foreign born ages 19+ lack a HSD/E 10.3% of exiters across all Title I services had less than a high school diploma/equivalent (PY 2014) 3 3/22/2025 ELL & Immigrant Worker RFA Workshop

  4. OVERVIEW Vision: Implement a Workforce Navigator to help specifically recruit and enroll ELL/Immigrant workers eligible for services into Title I and II programs. Workforce Navigator(s) Wrap around services Partnering with Community Based Organizations (CBOs) Increasing alignment/collaboration with Adult Education Funding Available: 1.5M, for up to 3 projects, for 18 months Separately includes Technical Assistance and 3rd Party Evaluation 4 3/22/2025 ELL & Immigrant Worker RFA Workshop

HOW- PROGRAM KEY COMPONENTS Workforce Navigator: A specific person serving as a job coach, quasi social worker that can navigate the person through the workforce system and help meet the needs (address barriers) of the individual. Wrap Around Services: Helping to identify and overcome hurdles that can prevent an individual from completing their programs. These can include: childcare needs, transportation challenges etc. Create a network of such resources to leverage. Partnering with CBOs: For the populations we are targeting, we may or may not have challenges recruiting/serving these populations. If we partner with CBOs we can learn from their best practices on how to engage and better serve the ELL/immigrant populations. Increasing Alignment with Title II Adult Education: If there are remediation needs, we want to ensure that we are leveraging Title I and Title II programs. Adult Education has long been serving the Immigrant/ELL population, we want to draw on their experience. 5 3/22/2025 ELL & Immigrant Worker RFA Workshop

  6. GOALS Conduct outreach in a culturally and linguistically relevant manner to target populations. Increase enrollment of ELL individuals into workforce programs (Title I and/or II). Test/measure the impact of the navigator structure. Increase partnership/collaboration with CBOs. Leverage local partnerships to build a network to provide wrap around services. Improve labor market and skills outcomes for participants. 6 3/22/2025 ELL & Immigrant Worker RFA Workshop

  7. SUPPORTS In addition to the implementation award we will be providing technical assistance and requiring participation in a 3rd party evaluation. We have engaged partners in the Community College and the Adult Education System to help support this effort. As much as possible we will try to leverage support for local work through local and or statewide convening's. We are gathering resource materials to help craft, shape and implement workforce navigator programs based on best practices. 7 3/22/2025 ELL & Immigrant Worker RFA Workshop
